Гордно 5Non-governmental organization “Belarusian Association of Assistance to Children and Young People with Disabilities” organizes symposium “From dialogue to partnership in development of social services for people with intellectual disabilities”

The activity is held within the framework of the project “Ordinary people – issue about equal and independent participation of people with disabilities in the life of society” realized by NGO “BelAPDIiMI” with assistance of Support Program for Belarus (Germany).

Aims of the activity: to raise the participants’ awareness about opportunities of intersectoral cooperation to develop and improve quality of social services provided to people with intellectual disabilities.

The symposium will make emphasis on cooperation between state structures (at the local and federal/national levels) and non-governmental organizations in work on development services for people with disabilities, including people with mental disabilities.

Belarus signed Convention on the Rights of Persons with Disabilities in September 2015. Changes that have occurred in countries where Convention was signed a few years ago are planned to be discussed at the symposium. How signing of the document did influence development of services for people with disabilities? How interagency cooperation in provision of services to people with disabilities and their families is built in different countries, what is role of NGO? What difficulties appeared in the first years after signing of Convention, which Belarus may also face, is it possible to avoid this, and how?

It is important to show and discuss role of NGO in development and provision of social services to people with disabilities in different countries within the framework of the activity. The keywords are subsidiarity and development of responsibility and trust between partners.

A new law on social services has recently entered into force in Belarus. Thanks to it state can buy services at NGO for the first time, so there is a big need in acquaintance experience of other countries in implementation of social order.

Elena Titova, chairperson of NGO “BelAPDIiMI” is going to speak with overview of situation in Belarus regarding adults with intellectual disabilities and principled position “living together, learning together and work of all people”.

International experience of Germany, Lithuania, the Czech Republic, Ukraine, Great Britain, the Russian Federation will be presented at the symposium. Experts will share practical solutions of joint work of governmental and non-governmental organizations providing services to people with disabilities. Chairperson of Public Council of the Ministry of Labor and Social Protection of the Russian Federation Elena Topoleva-Soldunova, head of welfare society for persons with mental disability “Viltis” Dana Migaleva, a specialist of the Ministry of Social Policy of Ukraine Valentina Sultan will present their reports.

Exchange of experience of the participants of the symposium will allow us to define a number of practical steps on providing services to people with mental disabilities, namely range of services, their accessibility, choice, quality that will improve lives of people with intellectual disabilities in Belarus.
